The difference to Google is, that PWA and stuff actually are their “native” APIs. Google massively designs and pushes this APIs — declaring them as “standard web apis” by sitting with enough people in the right boards and shouting at other browser vendors if they hesitate to implement their APIs. When others push standards for e.g. privacy ( e.g. do not track headers) Google refuses to implement this and therefore makes the free web more and more difficult to use without getting tracked by the behemot.
